Prof. Palamagamba John Kabudi
As of April 2026, Prof. Palamagamba John Aidan Mwaluko Kabudi serves within the Prime Minister’s Office in a ministerial capacity, responsible for policy coordination, parliamentary affairs, and matters relating to persons with disabilities. Earlier in 2026, he had been moved from a special duties portfolio in the President’s Office to this role, reflecting continued reliance on his legal and governance expertise in senior executive functions.
Prior to this, he held several high-profile cabinet positions, including Minister of Information, Culture, Arts and Sports, Minister for Constitutional and Legal Affairs, and Minister of Foreign Affairs and East African Cooperation, where he engaged in both domestic legal reform and regional diplomacy. His political career also includes service as a Member of Parliament and participation in the Constitutional Review Commission from 2011 to 2014, contributing to constitutional reform in Tanzania.
Before entering full-time politics, Prof. Kabudi was an established academic at the University of Dar es Salaam, where he served as Senior Lecturer and later Dean of the Faculty of Law, and held administrative roles within the university system. During this period, he was involved in drafting and advising on major Tanzanian legislation, particularly in environmental governance and natural resource management, including laws on wildlife, forests, water, and environmental protection.
His academic foundation includes an LLB and LLM from the University of Dar es Salaam, followed by a Doctorate in Law from Freie Universität Berlin, with a research focus on human rights and democratic governance in East Africa.
Born in Singida Region, he completed his early education in local schools before attending Milambo Secondary School, marking the beginning of a trajectory that would combine scholarship, law, and national leadership into a sustained public service career.
