Masanja Kadogosa, SGR Architect, Minister for Works
Masanja Kungu Kadogosa’s appointment to cabinet leadership marks a strategic transition from a long-serving transport executive to the leadership of Tanzania’s national infrastructure portfolio. Kadogosa built his prominence in public service during an eight-year tenure as Director General of the Tanzania Railways Corporation (TRC), beginning in July 2016.
During his tenure at TRC, he spearheaded the country’s landmark modern infrastructure project: the construction, testing, and operational launch of Tanzania’s Standard Gauge Railway (SGR), which links Dar es Salaam to inland regions and neighbouring landlocked trading partners. On September 27, 2026, President Samia Suluhu Hassan appointed Kadogosa Minister for Works, transferring his operational track record at TRC directly into cabinet-level policy and ministerial oversight.
His background as a heavy-infrastructure administrator directly strengthens his capacity as Minister for Works. Having managed large-scale procurement, multi-billion-dollar international civil engineering contracts, and complex multimodal logistics at TRC, Kadogosa brings hands-on experience of project delivery, public-private partnerships, and contractor oversight.
His transition to the Ministry of Works removes the initial learning curve for large-scale civil works, positioning him to streamline road network expansion, bridge development, and regional corridor integration across Tanzania.
