Tanzania Revenue Authority (TRA) Commissioner General Yusuf Mwenda leads the agency as it surpasses its revenue targets. Between July and September 2025, TRA collected TSh 8.97 trillion, reaching 106% of its quarterly target of TSh 8.44 trillion. This amount shows a 15% increase from the TSh 7.79 trillion collected during the same period in 2024.

Mwenda’s appointment as Commissioner General in July 2024 marked the peak of his steady ascent through Tanzania’s revenue system. He started his career at TRA in 2000 as an assistant officer, later taking on various leadership roles before moving to Zanzibar, where he was appointed Commissioner General of the Zanzibar Revenue Authority (ZRA). His time in Zanzibar was recognised for strong performance, including exceeding collection targets and improving efficiency.

Beyond revenue administration, Mwenda has taken on political and governance roles, including serving as a councillor for Mikocheni Ward and later as Mayor of Kinondoni Municipal Council from 2010 to 2015. His varied experience has given him a blend of technical expertise, political insight, and management skills.

Since taking charge at TRA, Mwenda has led reforms that combine digital transformation with a culture of fairness and compliance. He has expanded the use of electronic fiscal devices, integrated customs clearance systems, and emphasised taxpayer education, even partnering with business associations and faith-based organisations to encourage voluntary compliance. He has also warned TRA staff, particularly new recruits, against corruption and misconduct, underscoring his focus on integrity within the institution.

As TRA sets an ambitious target of TSh 36 trillion for the 2025/2026 fiscal year, Mwenda faces the challenge of maintaining momentum while expanding the tax base, streamlining systems, and balancing efficiency with fairness.
