Jerry Silaa

Hon. Jerry Silaa is the Minister for ICT in Tanzania. He has been a member of the Chama Cha Mapinduzi party for the last 15 years. Silaa has held various positions, including member of the National Executive Committee (since 2007) and the Central Committee (2013-2017).  Additionally, he serves as a Member of Parliament of Tanzania, representing Ukonga Sub-County since 2020.  

From 2010 to 2015, he served as the Mayor of Ilala and as a Councilor for Gongo la Mboto Ward. He was also involved in the development of the first Bus Rapid Transit (BRT) system in Tanzania as a board member of the Dar es Salaam Rapid Transport project. His business experience includes leadership roles as Managing Director at Icon Pharmaceuticals Limited and Coineve Systems Limited. He also has a background in network security and the pharmaceutical industry.

Silaa has a diverse and extensive educational background. He earned an LLM in Taxation and Tax Laws from the University of Dar es Salaam (UDSM) in 2021. He also holds a Postgraduate Diploma in Legal Practice from The Law School of Tanzania, which he earned in 2017.

The minister completed his Bachelor of Laws (LLB) at Chuo Kikuu Huria Cha Tanzania in 2015 and obtained a Master of Business Administration (MBA) in Business Administration from Maastricht School of Management the same year. Additionally, in 2005, he earned a Certificate in Law from the University of Dar es Salaam (UDSM) and a Bachelor of Science degree in Electronics and Communication Engineering from the same institution. He also holds an Accountant Technician Certificate in Accountancy and Auditing from the National Board of Accountants and Auditors, which he earned in 2004.
