Jabiri Kuwe Bakari (Ph.D.) is the Director General of the Tanzania Communications Regulatory Authority (TCRA), a position he assumed following his presidential appointment in April 2021. Dr. Bakari was the first Chief Executive Officer of the former e-Government Agency, where he oversaw its transition into the e-Government Authority (e-GA) following the enactment of the e-Government Act No. 10 of 2019. 

He became the first Director General of e-GA and served in that role until April 2021. Before his tenure at e-GA, he spent five years (2007–2012) as a Senior Lecturer and Director of the Institute of Educational Technology (IET) at the Open University of Tanzania (OUT). This role followed a decade (1996–2007) of service at the University of Dar es Salaam (UDSM), where he held various technical, managerial, and leadership positions, including Associate Director of the University Computing Centre (UCC). While at UCC, he played a pivotal role in transforming the Centre into a Limited Liability Company in 2000 and served as Deputy Managing Director until he left for his doctoral studies in 2003. Upon completing his Ph.D. in 2007, he returned to UCC as Deputy Managing Director, responsible for Finance, Administration, and ICT Services.

As a Cisco Regional Academy Coordinator and Certified Cisco Academy Instructor, Dr. Bakari played a pivotal role in introducing Cisco Academies to Tanzania in 2000. He also spearheaded the establishment of the Tanzania Education and Research Network (TERNET) in 2008, serving as its first Executive Secretary until 2012.

His primary research focus is ICT Security Management, and he has published and presented numerous papers at international platforms, including the Information Systems Security Association (ISSA), the International Federation for Information Processing (IFIP), and the Institute of Electrical and Electronics Engineers (IEEE) conferences.

He holds a Doctor of Philosophy in Computer and Systems Sciences from Stockholm University, Sweden (2007), with a specialisation in ICT Risks and Security Management. He also earned a Master of Science (Engineering) degree in Data Communication from the Department of Electronic and Electrical Engineering, Sheffield University, UK (1999), and a Bachelor of Science degree in Computer Science from the University of Dar es Salaam, Tanzania (1996).

Beyond academia and government service, Dr. Bakari is an active member of the Information Systems Audit and Control Association (ISACA), Tanzania Chapter, where he served as Vice President from 2011 to 2015. He is also a Certified Director and, since 2017, has been a part-time facilitator of directorship programs at the Institute of Directors in Tanzania (IoDT), with a focus on ICT Governance.
