Hon. Dr. Mwigulu L. Nchemba, Minister for Finance
The Parliament of Tanzania approved a budget of TSh 20.19 trillion for the 2025/26 financial year. The approval follows a presentation by Finance Minister Dr. Mwigulu Nchemba, who outlined the government’s fiscal priorities for the year.
Dr. Nchemba returned to the Finance docket following a cabinet reshuffle announced by President Samia in a televised address. Prior to this, he served as Minister for Legal and Constitutional Affairs under the late President John Magufuli.
Dr. Nchemba began his education at Makunda Primary School (1987–1993), followed by secondary studies at Ilboru Secondary School (1994–1997) and Mazengo Secondary School (1998–2000), where he earned his Certificate and Advanced Certificate of Secondary Education.
He later pursued higher education at the University of Dar es Salaam, attaining a Bachelor of Economics (2001–2004), a Master of Economics (2004–2006), and a PhD in Economics (2012–2018). He also undertook leadership training at Uongozi Institute in 2002.
Professionally, Dr. Nchemba began his career at the Bank of Tanzania, as an Economist I from 2006 to 2010. His expertise in economics laid the foundation for his transition into politics and public service.
Dr. Nchemba’s political career has been marked by a series of key leadership roles within the Chama cha Mapinduzi (CCM) party and government. He has served multiple terms as a Member of Parliament, representing constituents from 2010 to the present. Within CCM, he held the roles of Treasurer (2011–2012) and Deputy Secretary General (2012–2015).
He has held ministerial appointments across several government ministries, demonstrating a broad policy portfolio. These include: Minister of Finance (2021–present),Minister of Constitution and Legal Affairs (2020), Minister of Home Affairs (2016–2018) and Minister of Agriculture, Livestock and Fisheries (2016).
In addition to his ministerial duties, Dr. Nchemba has also served on several parliamentary committees, including the Finance and Economic Committee (2010–2012), the Budget Committee (2012–2013), and the Foreign Affairs, Security and Defence Committee (2015–2018).
