Mudrik Ramadhan Soraga is Zanzibar’s Minister for Communication, Information Technology and Innovation and plays a central role in advancing the archipelago’s digital transformation agenda, anchored in the Zanzibar Development Vision 2050 and the Zanzibar Digital Policy 2026. He has been at the forefront of efforts to modernise public service delivery through ICT, overseeing and implementing budgets focused on expanding digital infrastructure, strengthening regulatory frameworks, and accelerating innovation-led growth across key sectors of the economy.
Under his leadership, the ministry has prioritised the development of key legislation, including the Personal Data Protection Act and the Startups and Innovation Act, alongside broader reforms aimed at establishing a comprehensive ICT legal framework. A major focus has also been on expanding connectivity and digital inclusion through the construction of communication towers in underserved areas, the extension of the national fibre-optic network, and the rollout of digital tools and systems across government institutions to improve efficiency and service delivery.
Soraga has also championed investment in innovation ecosystems, including the development of the Fumba ICT Innovation and Entrepreneurship Hub, which is intended to nurture start-ups and support youth-led digital enterprises. His ministry has expanded digital skills training programmes through community ICT centres while promoting the adoption of e-government platforms such as ZanMalipo, eProz, e-Office and other systems designed to streamline public administration and financial services.
Despite notable progress in digitising government services and improving connectivity, the sector continues to face challenges, including limited funding, ageing ICT infrastructure in some community centres, cybersecurity threats, and delays in payments for government communication services. Nevertheless, Soraga remains a key figure in Zanzibar’s drive to position itself as a regional hub for digital innovation, with a strong focus on leveraging technology to promote inclusive economic growth and enhance public service delivery.
